Your telecom provider is only obligated to supply you with a telephone line to your premises. Once at your premises it is your responsibility. Therefore, if your walls are damp, and it affects your line, it's your fault. If you have an extension lead that causes a fault to appear, it's up to you to fix it. Basically anything from the line being brought to your premises is your responsibility.
Did you also know that if you call out your telecom provider, and it is discovered to be your fault, then you will be charged for the call out plus the repair. This doesn't work out cheap. "Psst - Here's an example of one of our competitors."
